Mission and Mandates
The mission of the SAAQ is to protect individuals against the risks inherent in use of the road and to play a role in administering, and in some cases enforcing, several laws and regulations.
Protecting individuals against the risks inherent in use of the road
This is our core mission, and includes a number of key mandates, including:
- administering Québec's public automobile insurance plan by compensating traffic accident victims and setting insurance contributions
- managing access to the road network
- promoting road safety through awareness campaigns to improve Québec's road safety record
- monitoring and controlling road transportation of freight and passengers
Playing a role in administering or enforcing various laws and regulations, including the Highway Safety Code
We are responsible for administering and in some cases enforcing the Highway Safety Code , the Automobile Insurance Act and a number of regulations. We also help administer 7 other laws.

In accordance with the Act respecting Access to documents held by public bodies and the Protection of personal information and our own commitments, we protect the confidentiality of the information provided to us, and we allow such information to be disclosed only for purposes prescribed by the Act.
The SAAQ’s 2024-2027 strategic plan (PDF, 3.6 MB) (in French only) sets concrete goals for the four-year period. It is an ambitious yet realistic plan to get the SAAQ to where it wants to be in 2027.
The 2024-2027 strategic plan focuses on three key issues:
- road safety
- customer experience
- employee experience
EXPECTED OUTCOMES
Thanks to its solid team and innovative approach, the SAAQ is an effective public insurer for its customers and its partners and helps make sure everyone is involved in keeping roads safe.
Improved road safety record:
- 3.5 fatalities per 100,000 inhabitants
- 12.8 seriously injured victims per 100,000 inhabitants
- 271.3 victims with minor injuries per 100,000 inhabitants
- 29.8 victims in accidents involving heavy vehicles per 100,000 inhabitants
- 75% of Quebecers believe that their behaviours have an influence on improving the road safety record
Improved customer experience:
- Customer satisfaction rate of 8.5/10
- Partner satisfaction rate of 8.0/10
- 2.5 million SAAQclic accounts created
- Customer satisfaction rate of 8.3/10 with regard to online services
Recognized quality of employee experience:
- 80% of staff consider the SAAQ to be an employer of choice
- 80% team mobilization rate

At the SAAQ, we recognize the impact of our decisions on society, the public and the environment. Improving our practices and promoting road safety, these are areas where sustainable development takes on its full meaning.
In road safety, the SAAQ is going green!
By encouraging responsible behaviour on the road and promoting Ecodriving is a technique that reduces fuel consumption and premature wear of parts, such as brakes or tires, regardless of the vehicle being driven., we improve the road safety record and, in turn, lessen the social and economic consequences of traffic accidents in Québec.
At the SAAQ, we are working to reduce:
- the number of accidents and their social consequences
- health care and compensation costs and their economic consequences
- fuel consumption, greenhouse gas emissions (GGEs) and their consequences for the environment

In our daily practices, we are reducing our ecological footprint
At the SAAQ, we have taken the initiative to:
- build the first Leadership in Energy and Environmental Design certified public building
- adopt a responsible procurement approach
- optimize the printing of paper documents
- organize activities, train employees and promote awareness among our partners by targeting specific themes
- create partnerships with social economy organizations
- efficiently manage our waste and our outdated equipment
- encourage our employees to use public and active transport

The SAAQ believes in fostering and recognizing diversity. It has put in place various measures to both ensure the make-up of the organization better reflects the diversity found in Québec society, and provide services adapted to the unique needs of a diverse clientele.

Offering services to a diverse clientele
Not all our clients have the same needs. We believe that addressing our diverse clientele’s particular needs goes hand in hand with quality service.
Concret steps toward more inclusive and adapted services
- Services for newcomers available across Québec
- Interpretation services for traffic accident victims
- Sign language interpretation services for deaf people who wish to obtain a driver’s licence
- Intercultural training for people in direct contact with our clientele
The results of our activities, particularly those related to the Service Statement, are published each year in the annual report (PDF, 2.7 MB) (in French only).
In accordance with the Public Administration Act, our annual reports are tabled in the National Assembly of Québec. These reports contain, among other things, financial statements and the results concerning our commitments to providing services.
