Regulatory impact assessments
Under the Politique gouvernementale sur l'allègement réglementaire et administratif (Order 32-2014), available on the Ministère de l'Économie, de l'Innovation et de l’Énergie website, every government ministry and body must carry out a regulatory impact assessment in cases where a bill or regulation concerns or could affect businesses.
What are regulatory impact assessments for?
Overall, regulatory impact assessments expose issues with bills and regulations and explain the bills and their impact on businesses.
Such impacts may include:
- costs and savings for businesses
- additionnal advantages, benefits and disadvantages
- assessment of the anticipated impact on employment
A regulatory impact assessment must include:
- a description of the methods used to adapt the regulatory burden to the size of businesses (small- and medium-sized enterprises)
- a comparative analysis of regulations with regard to Québec’s main business partners
- a description of measures for regulatory cooperation and harmonization
