SAAQ Regulatory Impact Assessments

Any SAAQ bill or regulation that concerns or could affect businesses is subject to an impact assessment.

Why carry out regulatory impact assessments?

Under the Politique gouvernementale sur l'allègement réglementaire et administratif (Order 32-2014), available on the Ministère de l'Économie, de l'Innovation et des Exportations's Web site, every government ministry and body must carry out a regulatory impact assessment in cases where a bill or regulation concerns or could affect businesses.

What are regulatory impact assessments about?

Regulatory impact assessments allow us to ensure that the adoption of a bill or regulation imposes the lowest possible cost and impact on businesses.

Such assessments must also demonstrate that there is a problem and that, in order to solve it, non-regulatory or non-legislative solutions have been considered, if appropriate.

More specifically, these assessments focus on:

  • costs to businesses
  • benefits of the bill or regulation
  • terms of employment
  • adjustments by SMEs
  • competitiveness and impact on trade
  • measures to support businesses
