The Act respecting owners, operators and drivers of heavy vehicles is a law of Québec. It governs road transportation of goods and passengers in Québec for the purpose of increasing the safety of road users and protecting the integrity of the road network.
The carrier industry is governed by a number of laws, regulations and policies, including the Act respecting owners, operators and drivers of heavy vehicles, which establishes a framework for road transportation of passengers and goods.
This law sets up mechanisms to monitor the conduct of heavy vehicle owners and operators (HVOOs) as well as drivers with regard to road safety and protecting the integrity of the road network.
The SAAQ, along with the Commission des transports du Québec, are responsible for enforcing this law.
