Registration in the register of owners and operators of heavy vehicles
To be authorized to operate a heavy vehicle, owners and operators are required to register in the Registre des propriétaires et des exploitants de véhicules lourds (register of owners and operators of heavy vehicles) of the Commission des transports du Québec.
Persons required to be registered
- Owners and operators of Vehicle with a gross vehicle weight rating (GVWR) of 4,500 kg or more, as indicated on the compliance label. registered in Québec
- Owners and operators of heavy vehicles that are registered outside Canada but operated in Québec
Vehicles covered by the registration requirement
Owners and operators are required to register in the register of owners and operators of heavy vehicles if the vehicles that they own or operate:
- are used for commercial or professional purposes AND
- belong to one of the following categories
- trucks, trailers and semi-trailers with a A vehicle's weight, including its maximum load capacity, according to the manufacturer's specifications. (GVWR) of 4,500 kg or more
- combinations of road vehicles with a gross combination weight rating of 4,500 kg or more
- tow trucks
- vehicles transporting dangerous substances requiring the display of safety marks
Buses and minibuses
Owners and operators are required to register in the Commision's register, as buses and minibuses are considered heavy vehicles.

Right to operate a heavy vehicle
As long as the owner of a heavy vehicle is not registered in the register of owners and operators of heavy vehicles, the vehicle cannot be operated, even if it is registered with the SAAQ (licence plate).
