Canada Post Labour Dispute
On October 11, the Canadian Union of Postal Workers (CUPW) moved from a nationwide strike to a rotating strike. Canada Post services have gradually resumed since then, but longer delivery delays are possible.

Mitigating measures

If you wish to notify the SAAQ of a statement of offence you believe is unfounded, you can submit a copy of the statement along with an explanation of the circumstances surrounding the charges:
- at an SAAQ service centre (It may be a good idea to make an appointment before heading out);
- by fax at 418-646-3898.

Direct deposit allows you to:
- avoid postal delays and having to travel
- have your compensation payments directly and securely deposited into your bank account
- have any other amounts to which you are entitled deposited into your bank account
- contribute to the protection of the environment

Please note that, depending on the date on which you submit your request, your registration for direct deposit may not be in effect at the time of your next payment.

Compensation
The Government of Québec is committed to ensuring that anyone who is entitled to a subsistence cheque from a government ministry or a public body will receive it as soon as possible. Subsistence cheques will be distributed to beneficiaries without direct deposit once a month on dates determined by Canada Post.
Important
Individuals who have registered for direct deposit will receive all payments to which they are entitled.
If you have not registered for direct deposit, you will receive the following types of compensation by cheque during the Canada Post labour dispute:
- income replacement indemnities
- death benefits
- indemnities for care expenses
- lump-sum death benefits
- personal home assistance
- lump-sum indemnities for impairment
Please note that the SAAQ will not mail any cheques to accident victims or suppliers for the reimbursement of expenses, or to students for the payment of lump-sum indemnities. Those cheques will be mailed out once the situation is back to normal.
Cheques will be distributed once a month on dates determined by Canada Post.
Cheques scheduled for delivery in October (cheques dated September 25 and 30 and October 1 and 8) will be delivered from October 17 to 22.

Only cheques that appear on the subsistence cheque list will be available through the special distribution measures. To make sure you receive all your payments, register for direct deposit (PDF, 234.1 KB).
Subsistence cheques will be delivered by Canada Post once a month. If you do not receive it, please contact the SAAQ.
The direct deposit service will not be affected. Direct deposit statements will be kept at the SAAQ and mailed out when the labour dispute is over.
Subsistence cheques will be delivered once a month on dates determined by Canada Post. Other types of cheques will be kept at the SAAQ and mailed out once the Canada Post labour dispute has been resolved.
If you have a Canadian bank account, you can register for direct deposit.
We cannot predict when the Canada Post labour dispute will end.
You can file a claim using our Filing a claim for compensation (accident or death benefits) online service. This service allows you to securely file your claim for compensation. Your application will be filed automatically, and you do not need to send a hard copy afterwards.

Claims are being processed as usual, but forms will be mailed once the labour dispute is over.

Driver’s licence and vehicle registration
Create your SAAQclic account to access the SAAQ’s online services and all your documents. With SAAQclic you can access your driver’s licence and vehicle registration payment notices, and print your registration certificates. You can use SAAQclic to file a self-declaration of medical information and submit medical reports. You can also submit your medical report in person at an SAAQ service outlet.

If you are unable to use SAAQclic and wish to pay an amount owing, you can call the SAAQ at 1‑800‑361‑7620 (press 3, then 1) during regular business hours to receive the number of your notice and find out the amount due so that you can make your payment through your financial institution.
The Canada Post labour dispute may cause delays in the mailing of some documents, such as written confirmations, driving records, reimbursement cheques, vehicle registration certificates, licence plates, etc. However, some of these documents are available via the SAAQclic platform, such as your driving record and vehicle registration certificates.
Mail-outs may be delayed because of the labour dispute. However, you can access your driving record online free of charge using SAAQclic. You can make an appointment at a service centre if you would like help using SAAQclic.
Individuals residing or temporarily living outside of the province must complete the Application for the Driver’s Abstract of a Person Residing or Temporarily Living Outside Québec (PDF, 127.0 KB), available on our website.
The form must be duly completed, signed by the driver’s licence holder and faxed to 418-644-7167. If you wish to receive your driving record during the strike, please provide a fax number on the form where we can fax your record to you.
Mail-outs may be delayed because of the labour dispute, but the pre-authorized debits will still be withdrawn on your birthday or following the payment calendar in accordance with the number of instalments chosen.
Renewal notice mail-outs may be delayed because of the labour dispute. Check with the RAMQ to find out about their procedures.
Do not go to an SAAQ service outlet without your renewal notice from the RAMQ.
Licence plates may not be mailed right away because of the labour dispute. Your temporary licence plate is valid for 45 days and must be kept on the vehicle while waiting to receive the metal licence plate in the mail.

Furthermore, we may have to suspend certain services. Consequently, no account statements, reimbursement cheques or notices of licence cancellation or prohibition from operating a vehicle due to unpaid fines or renewal fees will be mailed out.
If you went to a service outlet, keep the provisional licence that was given to you.
If you were not required to go to a service outlet, keep the licence that you currently have as proof of identity (keep it even if it is expired).

Do I have to pay my driver’s licence or vehicle registration renewal fees during the Canada Post labour dispute?
Yes, you have to pay the renewal fees by the due date. Your driver’s licence fees must be paid before your birthday. However, if this is your first driver’s licence, you must pay your renewal fees immediately or as soon as you receive your renewal notice (if your probationary licence is set to expire in the coming months). Your vehicle registration fees must be paid before the expiry date indicated on your registration certificate. Your obligation to pay remains unchanged in the case of pre-authorized debits as well.
If you have received your payment notice, you can pay your fees:
- via your financial institution (online, using telephone banking, in person or using an ATM)
- at an SAAQ service outlet (additional fees will apply)
If you have not received your payment notice, you have 3 options:
- Log in to SAAQclic; notices are automatically uploaded to your file.
- Call the SAAQ at 1-800-361-7620, press 3, then 1 to receive the number of your notice and find out the amount due so that you can make your payment through your financial institution.
- Go to an SAAQ service outlet to make your payment (additional fees will apply).
Important
Please note that if you have sent your payment cheque by mail, the SAAQ may only receive your cheque once the Canada Post labour dispute is over. In that case, late fees may apply. Once your licence renewal cheque is cashed, you will be authorized to drive; once your registration renewal cheque has been cashed, you will be authorized to operate the vehicle in question.
Renewing your plasticized driver’s licence during a stay outside Québec
Before you leave
If your plasticized licence will expire in less than 3 months, you can renew it before leaving for a temporary stay outside Québec. Go to one of our service outlets where you will be issued a provisional licence. However, it is your responsibility to ensure that the provisional licence authorizes you to drive in the jurisdiction where you will be staying.
Please note that you cannot obtain a plasticized driver’s licence at a service outlet.
During your stay outside of Québec
To renew your plasticized licence during your stay outside Québec, you must fax the Driver's Licence Renewal While Outside Québec (PDF, 183.0 KB) form to 418-644-1497 or 1-855-465-7227.

If you are outside Québec, you are responsible for ensuring that the provisional licence authorizes you to drive in the jurisdiction where you are staying.
Please note that you cannot obtain a plasticized driver’s licence at a service outlet.
Vehicle registration certificate: Registration certificates can be printed free of charge using SAAQclic . You can also go to a service outlet to obtain your registration certificate.
Be sure to make an appointment before heading out. If you are outside Québec, you can fax your request to 418-644-1497.
Licence plate: You can ask to have your licence plate replaced using SAAQclic or by going to an SAAQ service outlet. You can also fax your request to one of the following numbers: 1-855-465-7227 (individuals) or 1-855-868-0152 (businesses). Fees apply. Be sure to stick your temporary paper licence plate in the top left corner of the vehicle’s rear window. You can change your banking information through SAAQclic or by calling 1-800-361-7620. You can also go to an SAAQ service outlet with a cheque specimen. Don’t forget to make an appointment or check the service outlet’s business hours on our website before heading out.
You can store your vehicle, take it out of storage or discard it through SAAQclic . You can then download and print your registration certificate.
All three operations can also be done by going to a service outlet. Be sure to make an appointment before heading out.

Keep the temporary permit that was given to you. It may be verified during the labour dispute. Rest assured, however, that police forces have been advised of the situation and that the information we have on file is up to date.
Keep the provisional government accessory you were given. If it has been lost or damaged, you can print it out again using SAAQclic . The provisional government accessory is valid for 90 days as of the date it was issued.
You must bring the following documents to an SAAQ service outlet :
- your driver's licence or another official photo ID document
- a mechanical inspection certificate confirming that the vehicle complies with the applicable standards
- the certificate of inspection
- the VIN plate installation attestation form (Attestation et apposition de la plaquette de numéro d’identification du véhicule (NIV)) (in French only)
- the vehicle’s weight certificate

You have two options:
- Send us your application by courier, along with all the documents you need to provide (listed in Step 10) to avoid any delays caused by the labour dispute.
- Bring your written application to an SAAQ service outlet, along with all the documents you need to provide (listed in Step 10).
You can submit medical documents to the SAAQ instantaneously via SAAQclic . You can also drop documents off in a duly addressed envelope at an SAAQ service outlet .
If you need to travel outside Québec for work or any other reason deemed valid, you can ask to have your driver’s licence delivered to you by courier before leaving Québec. You must send us a secure email to request this service. To ensure priority processing of your request, please follow the instructions below:
- Select “Other” as the subject of your inquiry.
- To the question “Will we need to have access to your file to answer your question?”, check “Yes, to my personal file.”
- In the “Question” section, enter the following information:
- Begin your message with “postal strike”;
- Provide details that will enable us to assess the urgency of your request (work, trip outside Québec, etc.);
- If you are requesting a licence plate, enter the number of the plate.
Your licence will be sent to the address we have on file. If you want us to send it to a different address, you must provide the delivery address in your request. Furthermore, given that delivery is coordinated by the courier, we cannot provide an estimated delivery date.
Accessible parking permits
There may be delays in replying to applications for an accessible parking permit and sending out renewal notices for the permit (sticker or hang tag) and accompanying certificate. Police forces have been informed of the situation and have been asked to show some leniency regarding expired or invalid permits.
All accessible parking permit applications, renewals and replacements will be processed within the usual timeframe. However, the permits will be mailed out at the end of the Canada Post labour dispute. Although this situation is beyond our control, the SAAQ will ensure that these documents will be mailed out as soon as possible.
In addition, police forces have been informed of the situation and have been asked to show some leniency regarding expired or invalid permits.
Drivers whose licence has been suspended or revoked

Your registration documents for the Alcofrein session can be deposited at an SAAQ service outlet in a sealed envelope that clearly identifies what it contains.
If the session you are required to attend is coming up soon, the SAAQ will call you to inform you of the date. If your session is scheduled for a later date, you will receive the details by mail.
In the meantime, you can view any updates to your file by logging in to SAAQclic .
Your proof of insurance can be deposited at an SAAQ service outlet.
Your application and all required supporting documents can be dropped off at an SAAQ service outlet. Where the originals are required in order for us to be able to process your application, they will be returned to you once the Canada Post labour dispute is over.
Your request for a publication withdrawal can be dropped off at an SAAQ service outlet.

To avoid any delays, we recommend that you use a courier to send us your inspection sticker order and payment.
For the duration of the strike, PMP recognition certificates will be sent by courier.
