A special travel permit is required to operate an outsized vehicle on the road network.

Special Travel Permits

A special travel permit is required to operate a vehicle with a load or size that exceeds the limits prescribed by the Vehicle Load and Size Limits Regulation.

A special travel permit belongs to either of the 2 following categories

  • A general permit, which authorizes its holder to make trips with or without a specified route for not longer than 1 year
  • A specific permit, which authorizes its holder to make a trip with a specified route, including the return trip along the same route, for not longer than 7 consecutive days

1 Class 1 – Outsized load in terms of width, height, length, or front or rear overhang

Apply for a Class 1 special travel permit

A Class 1 general or specific special travel permit authorizes the following limits (including load and including outsized vehicles as manufactured, but without a divisible load):

2 Class 2 – Transportation of prefabricated buildings

A general or specific special travel permit is required for the transportation of a prefabricated building.

A Class 2 special travel permit authorizes the following limits:

3 Class 3 – Transportation of swimming pools

Apply for a Class 3 special travel permit

A general or specific special travel permit is required for the transportation of a swimming pool whose:

  • width at the base is less than 4.40 metres and an additional 1 m for the upper part, at least 3.65 m above the ground
  • height and length comply with the standards prescribed by the Vehicle Load and Size Limits Regulation

4 Class 4 – Tow trucks

A special travel permit is required for tow trucks hauling another vehicle that has been in an accident or has broken down, without a load and without exceeding the following limits:

  • for the load on the single rear axle: up to 15,000 kg based on the number of tires, without exceeding the maximums prescribed in Schedule 1 of the Regulation respecting special permits
  • for the load on the tandem rear axle: up to 30,000 kg, based on the number of tires and the wheelbase, without exceeding the maximums prescribed in Schedule 1 of the Regulation respecting special permits
  • for the total loaded mass: the maximums prescribed in Schedule 1 of the Regulation

5 Class 5 – Overloaded transportation

Apply for a Class 5 special travel permit

A special travel permit is required for the transportation of an undivisible load with a vehicle that is outsized with respect to its axle load or total loaded mass, including a vehicle manufactured as an outsized vehicle, without exceeding the maximums prescribed in Schedule 1 of the Regulation respecting special permits.

6 Class 6 – Overloaded transportation requiring an expert’s report from the ministère des Transports, de la Mobilité durable et de l'Électrification des transports

Apply for a Class 6 special travel permit

A Class 6 special travel permit authorizes the travel of an outsized vehicle – including a vehicle that was manufactured as an outsized vehicle – in any of the following cases: 

  • where its configuration is not prescribed in Schedule 1 of the Regulation respecting special permits
  • where its axle load or its total loaded massMasse d’un véhicule routier ou d’un ensemble de véhicules routiers y compris ses accessoires, son équipement et son chargement., including the load and equipment, exceeds the limits prescribed for a Class 5 permit
  • where a sign prohibits the travel of such a vehicle, e.g. on a weight-posted bridgePont où une limite de poids interdit la circulation, sauf si un permis spécial de circulation est délivré.
  • where the travel of such a vehicle is prohibited during a thaw

  • issued for repetitive transportation of the same nature on a single specified route
  • issued for all public roads
  • issued for the network of highways referred to in Schedule 4 of the Regulation respecting special permits

7 Class 7 – Outsized transportation requiring an expert’s report from the ministère des Transports, de la Mobilité durable et de l'Électrification des transports

Apply for a Class 7 special travel permit

A Class 7 special travel permit authorizes limits that exceed – including the load and equipment–the limits of a Class 1 general permit (outsized transportation in terms of width, height, length, or front or rear overhang).

  • a vehicle that is outsized because of a piece of equipment
  • repetitive transportation of the same nature where the load dimensions making the vehicle outsized are specified, and for a single specified route.

8 Special road train operating permits

Owners and operators of a road train are required to obtain a special travel permit to be authorized to travel from March 1 to November 30.

What qualifies as a road train

A combination of road vehicles comprising a tractor, a semi-trailer and one of the following vehicles:

  • a dollyA trailer converter dolly used to convert a semi-trailer into a trailer
  • another semi-trailer
  • a trailer 

Validity period of a special road train operating permit

The special permit is valid for a maximum period of 9 consecutive months between March 1 and November 30.

9 Special permit from the ministère des Transports, de la Mobilité durable et de l'Électrification des transports

This special permit – which is issued under exceptional circumstances – authorizes the operation of outsized or overloaded vehicles.

It is issued by the ministère des Transports, de la Mobilité durable et de l'Électrification des transports, for example, to:

  • allow the operation of experimental vehicles
  • harmonize Québec standards with those of other North American jurisdictions
  • provide the industry with sufficient time to adjust to a particular situation
