Québec Passes New Road Safety Bill 

The National Assembly has passed Bill 48 to amend the Highway Safety Code.  This is a major milestone in the implementation of the 2023‑2028 Road Safety Action Plan announced last August by Deputy Premier and Minister of Transport and Sustainable Mobility Geneviève Guilbault.

The 27 measures included in the bill will come into force progressively. Eight of these measures fall directly under the responsibility of the SAAQ, in particular:

  • mandatory heavy vehicle driver training;
  • legislation on the conditions related to holding a motorcycle licence;
  • the severity of penalties for certain driving behaviours toward vulnerable road users;
  • the requirement for vehicles to be moved to a safe area before undergoing inspection by a carrier enforcement officer.

This bill will improve road safety for all road users, especially the most vulnerable.
