Road Safety Strategy 2021-2025

As part of its 2016-2020 strategic plan, the SAAQ set the goal to improve the road safety record. In order to reach this goal, the SAAQ developed its Stratégie de prévention en sécurité routière 2021-2025 (PDF, 4.4 Mo)This file does not meet the Web accessibility standard. (in French only) which has also been included in the 2021-2025 strategic plan.

The strategy charts the evolution of the road safety record over the past ten years and specifies priorities for action for 2021-2025. Efforts are to be primarily focussed on 6 priority areas for which specific action plans have been created, and objectives along with success indicators have been set out. The 6 priority areas are: driver distraction, speeding, impaired driving, fatigue, sharing the road and dangerous behaviours.

Objectives

Essentially, the strategy aims to:

  • encourage a more harmonious use of the road
  • increase user safety and improve the road safety record
  • allow the SAAQ to continue its efforts to be among the jurisdictions with the best results with regards to road safety

Planning Approaches

The strategy was designed using various planning approaches.

Amendments to legislative and regulatory frameworks will allow the SAAQ to:

  • follow the development of new realities
  • draw upon best practices

Current and future working groups and consultations will allow the SAAQ to:

  • better understand the causes of accidents and find solutions
  • introduce new intervention measures to improve compliance with regards to driver behaviour and heavy vehicle safety

Information and awareness-raising will allow the SAAQ to:

  • launch communication efforts that are both original and effective, at the best cost, and adapted to new realities and platforms
  • propose new actions to improve knowledge and attitudes and encourage sustainable changes in behaviour

Coordination with partners will allow the SAAQ to:

  • consolidate its current partnerships and establish new ones in accordance with its objectives and mission
  • improve frameworks for cooperation and the exchange of information with its partners and regional authorities

Driver training will allow the SAAQ to:

  • review its road safety education programs
  • incorporate new realities and technological platforms into driver training

Research will allow the SAAQ to:

  • define the mechanisms and the determinants of the challenges it faces
  • rigorously and objectively assess the effectiveness of methods used and their impact
