Frequently asked questions concerning your driver’s licence and vehicle registration during the Canada Post labour dispute.

Do I have to pay my driver’s licence or vehicle registration renewal fees during the Canada Post labour dispute?

Yes, you have to pay the renewal fees by the due date. Your driver’s licence fees must be paid before your birthday. Your vehicle registration fees must be paid before the expiry date indicated on your registration certificate. Your obligation to pay remains unchanged in the case of pre-authorized debits as well.

Please note:

  •  If you have received your payment notice, you can pay your fees:
    • via your financial institution (online, in person or using an ATM)
    • at an SAAQ service outlet (additional fees will apply)
  •  If you have not received your payment notice:
    • telephone the SAAQ to receive the number of your notice and the amount due so that you can make your payment online with your financial institution
      OR
    • go to an SAAQ service outlet to make your payment (additional fees will apply)
  • If the SAAQ has not received your payment:
    • telephone the SAAQ to receive the number of your notice and the amount due so that you can make your payment online with your financial institution
             OR
    • go to an SAAQ service outlet to make your payment (additional fees will apply)

Important!

Please note that if you have sent your payment by mail, once the Canada Post labour dispute is over, the SAAQ will receive and cash your cheque. You will then be refunded any amounts owed to you.

If the SAAQ has not received your payment: 

  • telephone the SAAQ to obtain your payment notice number and the amount due so that you can make your payment online with your financial institution
    OR
  • go to an SAAQ service outlet to make your payment

Will I receive my refund following my registration transaction or the cancellation of my licence?

Refund cheque mail-outs may be delayed because of the labour dispute.

Furthermore, we will possibly have to suspend certain services.  Consequently, no account statements, refund cheques or notices of licence cancellation or prohibition from operating a vehicle due to unpaid fines will be mailed out.

I have registered a vehicle through a SAAQclic dealer. Will I receive my registration certificate by mail?

Registration certificate mail-outs may be delayed because of the labour dispute. Keep the proof of service given to you by the dealer until you receive your certificate.

How can I obtain a copy of my driving record?

The delivery of requested records may be delayed because of the labour dispute.

Individuals residing or temporarily living outside of the province must complete the Application for the Driver's Abstract of a Person Residing or Temporarily Living Outside Québec (PDF, 107 KB), available on our website.

The form must be duly completed and signed by the driver’s licence holder.

The form must be faxed to 418-644-7167.

Will I receive my pre-authorized debit notices?

Mail-outs of pre-authorized debit notices and other related documents, such as letters of refusal and comprehensive statements of pre-authorized debits, may be delayed because of the labour dispute.

Please note, however, that pre-authorized debits will still be withdrawn on the date of your birthday and on any subsequent dates on which pre-authorized debits have been scheduled, according to the number of instalments chosen.

Why have I not received my renewal notice from the Régie de l’assurance maladie du Québec (RAMQ)?

The mail-out of RAMQ renewal notices may be delayed because of the labour dispute. Check with the RAMQ to find out about their procedures. 

Do not go to an SAAQ service outlet  without your renewal notice from the RAMQ.

I have registered a vehicle through a saaqclic dealer. Will I receive my registration certificate by mail?

Registration certificate mail-outs may be delayed because of the labour dispute. Keep the proof of service given to you by the dealer until you receive your certificate.

What do I do if I have not received my new driver’s licence (after having had a new photograph taken, for example)?

If you went to a service outlet, keep the temporary licence that was given to you. The validity period of this document may be extended during the labour dispute.

If you were not required to go to a service outlet (you have been issued a driver’s licence after having held a probationary licence, or you have been issued a new licence following a medical decision), keep the licence that you currently have as proof of identity (keep it even if it is expired). Peace officers have access to the database. They will therefore be able to consult the information concerning your new licence and see that it was recently issued and sent out.

What do I do if I have not received my registration certificate?

You can go to one of our service outlets to obtain one (additional fees will apply).

What do I do if I have ordered a personalized licence plate?

Mail-outs of documents related to operations and transactions, including personalized licence plates, may be delayed because of the labour dispute. Personalized licence plates will be sent out once the labour dispute is over and can be activated upon reception.

What do I do if I have not completed my distance reporting form for IRP registration?

There are several ways to submit your distance reporting form:

When will the renewal notices be sent out?

Vehicle registration

Notices with October 31, 2018 expiry dates are expected to be sent out before the usual deadline, which is the last day of the month preceding the expiry month, that is, September 30, 2018. These registration renewal notices have been printed and we have begun mailing them. However, if a labour dispute occurs as of September 26, 2018, some of these notices may not actually get delivered until after the dispute is over.

Notices with November 30, 2018 expiry dates are expected to be printed on October 8, 2018. Mail-outs may be delayed in the case of a Canada Post labour dispute.

Mail-outs of notices with November 2018 expiry dates may be delayed by the Canada Post labour dispute.

I am planning to be outside of Québec for an extended period. What should I do if my driver’s licence and/or registration certificates are about to expire, or in the case of a lost, stolen or damaged licence or certificate?

Before you leave

Go to one of our service outlets where, exceptionally, you will be issued a provisional licence with an extended validity period. Once the labour dispute is over, the SAAQ will mail you your licence. However, it is your responsibility to ensure that the provisional licence is authorized in the jurisdiction where you will be staying.

Please note that you cannot obtain a plastic driver’s licence at any service outlet.

Vehicle registration: Go to a service outlet to obtain the registration certificate for the vehicle you will be using during your stay outside of Québec.

During your stay outside of Québec

Driver’s licence: Fax your request to 418-644-1497. Refer to the information on the page entitled Stay Outside of Québec and Renewing a Driver’s Licence.

Vehicle registration: Fax your request to 418-644-1497. Refer to the information in the section “If You are Outside of Quebec” on the page entitled Replacing a Licence Plate or Registration Certificate.

What should I do if I urgently need to change my banking information?

You can change your banking information by using our Changing Banking Information online service. You can also go to one of our service outlets  with a cheque specimen.

What should I do if I want to put my vehicle into storage, take my vehicle out of storage or discard my vehicle?

You can carry out any of these operations using the online services on the Vehicle Storage, Licensing for Road Use or Discarding section of our website.

Please note that the new registration certificate will only be sent to you once the Canada Post labour dispute is over. Peace officers have access to the database. They will therefore be able to consult the information concerning your vehicle registration and will know that the registration certificate has been sent out.

What should I do if I have not received my taxi driver’s permit?

Keep the temporary permit that was given to you. The validity period of this document may be extended during the labour dispute. The same measure applies for taxi permit renewals requested at service centres.
